Max Webber Library is located in a purpose designed building, opened in October 2005. Covering just over 5000 square metres in size, the new two-storey library facility offers all lending services on the ground floor, and reference, local studies, family history and a technology centre on the first floor.

The Library also includes a multi-function space that allows the library to deliver a program of lectures, seminars and social/cultural events.
The Library has two floors of underground parking for patrons.

New technology has been used extensively throughout the Library to allow patron independence. This includes RFID self-issues and an automated book sorter which frees staff from mundane tasks and allows a greater focus on customer service.

The Technology Room provides library patrons with access to internet facilities, word processing and other educational software packages. A training room is also located inside the Technology Room and the Library provides basic internet training and email training to library patrons.

The main branch of the Blacktown City Council Library Service was named after the former Town Clerk, Max Webber, in 1980.
